Problem with Loader

The Loader stacks at "preparing system" i checked vtx is on and the vtd is off but if i press start at the loader its just lagging and nothing more works anymore

 

I have a Intel Xeon E3-1231 v3 3.4 GHz and Windows 1809 and its still not work

Have same issue, fixed it by disabling windows defender and uninstalling all the updates
